We have worked with ReliaStar Life Insurance Company, a member of the Voya® family of companies, to build life insurance plans specifically for you.

Starr Wright USA enables you to choose the level of life insurance coverage to fit your needs at affordable group insurance rates. Life insurance coverage is also available for your spouse and/or children from Starr Wright USA.

Your coverage is portable; you can keep it even if you change jobs or retire (as long as you pay premiums when due, the group policy remains in force, and you remain eligible for benefits). Under current tax laws, your death benefit can be paid income tax-free to your beneficiary.

Our Plans

Starr Wright USA offers three different Group Term Life Insurance plans, 10-Year Level Term, 20-Year Level Term, and Senior Term. For plan-specific information, please visit the relevant informational tab above.

All of our plans are available to spouses of current/retired federal employees, even if the employee does not apply. Current/retired federal employees and or their spouses can take their coverage with them even if they leave their current job(s) or move. Accelerated Life Benefit provides eligible terminally ill insureds with the option to receive a portion of their death benefit while still alive. Voya Travel Assistance* services are provided at no extra charge to you, as are Funeral Planning & Concierge services**.

Life Insurance coverage is provided under the terms of a group life insurance policy, Group Policy GL-67182-7, issued and delivered in the District of Columbia to Civil Service Employee Benefit Association as policyholder.   • Accelerated Life Benefit (ALB) - Helps terminally ill insureds during a difficult and often financially challenging time. ALB provides the option to have a portion (up to 50%) of your life insurance benefit paid to you while still alive. This money can be used to help cover prescription drug costs, medical bills, outstanding debts, experimental treatments, the cost of modifications to your home, or anything else you choose. To qualify, an individual must be diagnosed as having a life expectancy of 12 months or less. Complete details are in the Certificate of Insurance. Receipt of accelerated benefits payments may be taxable. Assistance should be sought from a personal tax advisor.
  • Conversion Privilege - You may convert your coverage to an individual whole life policy offered by ReliaStar Life, regardless of physical condition or medical history, under the conditions stated in your Certificate of Insurance.
  • Beneficiary - You can name anyone you wish as your beneficiary(ies). That person will receive all the proceeds of your coverage in the event of your death. It could be a family member or a close friend. You can change your beneficiary at any time, by written request.
  • Incontestability - The validity of any amount of insurance which has been in force for two years during the insured's life will not be contested except for non-payment of premium contributions.
  • Certificate of Insurance - The information provided here is only a brief description of the principle provisions and features of the plan. The complete terms and conditions are set forth in the certificate of insurance, under group policy GL-67182-7. A certificate will be sent to you upon approval of your insurance by the insurer. How much coverage do I need?

When will my coverage become effective?
Insurance will take effect on the first day of the month on or following the date your coverage is approved by ReliaStar Life, provided the initial premium is paid within 31 days. 

When will my coverage end?
Coverage will end on the earliest of: the anniversary date on or after the insured person reaches age 75, or when you fail to make payment of premiums when due; you request for such insurance to end; or if the group policy is terminated. For members or spouses who are under age 70 at the end of a level term period, coverage will not reduce. For members or spouses who reach age 70 while coverage is still in force, and you’re not in a level term period, your insurance is reduced to the lesser of 50% or $250,000.

How often are premiums renewed?
Premiums remain level for an initial 10-year period. The initial premium will not change for the first 10 years unless the insurance company exercises its right to change premium rates for all insureds covered under the group policy with 60 days advance written notice. At the end of the 10-year period, coverage will automatically renew without evidence of insurability to group term life insurance with 5 year age banded rates. Renewal premiums are not guaranteed and will be based on your then attained age and will increase as you age. However, if you are under age 65 you may apply for a subsequent 10-year period at a guaranteed level rate based on your then attained age, subject to submission of satisfactory medical evidence to the insurer.

Additional Information

The Civil Service Employee Benefit Association (CSEBA) is the group policyholder of this insurance program. CSEBA makes available voluntary risk management products and services, other voluntary benefits, and educational services to current and former federal employees. Starr Wright USA acts as the program administrator for CSEBA.

Right to change benefits, rates or terminate the plan:
Changes to the group policy are subject to agreement between the group policyholder (CSEBA) and ReliaStar Life Insurance Company. CSEBA or ReliaStar Life may terminate the plan on any premium due date with advance notice. If the plan is terminated by CSEBA or ReliaStar Life, at least 30 days advance notice will be provided to the individual insured member(s). The initial premium will not change for the first 10 years unless the insurance company exercises its right to change premium rates for all insureds covered under the group policy with 60 days advance written notice.

Exclusions:
A death benefit will not be paid due to death as a result of suicide (while sane or insane) within 2 years of the date insurance or increase of insurance coverage starts.

  • Current/retired federal employee/spouse applicant must be able to perform daily living activities and satisfy simplified issue underwriting.

Plan Highlights

  • Starr Wright USA's Senior Term Life Plan is affordable, supplemental group life insurance coverage that provides proceeds to your beneficiary for payment of final expenses and other purposes.
  • Current/retired federal employees and or their spouses can take their coverage with them if they leave their current job(s) or move.
  • Coverage amounts of $10,000, $20,000, or $50,000 at affordable group rates.
  • Level insurance amounts until age 75.
  • Coverage never terminates as long as you as you pay your insurance premiums when due and the group policy remains in force.
  • Coverage can be used to help ensure payment of health care and final expenses; provides additional financial resources for income and estate tax settlements; assists in paying off remaining mortgage debt; and, helps protect Social Security and other retirement income.

Additional Features

The early payout can be from 25% to 75% of the life insurance benefit amount depending upon the choice of the insured. Receipt of accelerated benefits payments may be taxable. Will I need to take a medical exam for this Senior Term Life?
No. A medical exam is not required to obtain this coverage. All you need to do is answer a few simple questions on the application satisfactorily to the insurer.

Does Starr Wright USA's Senior Term Life replace my current life insurance?
No. This insurance pays benefits regardless of any other policies you have and supplements your existing coverage. It makes a good addition to any other kinds of insurance you have and is a competitively priced way to add coverage.

Does coverage automatically decrease at a certain age?
Yes. Coverage reduces to 50% at age 75, to 25% of the original face amount at age 80, and to $2,500 at age 85.
